About the Faculty of Medicine
Welcome to the University of Ottawa Faculty of Medicine, the first and largest bilingual medical faculty in Canada. Under the direction of the Director, Human Resources, Payroll and Academic/Clinical Relations (Director) provides strategic and operational advice in the planning, development, implementation and management of the human resources services and activities provided to APUO and APTPUO members for Faculty of Medicine (FoM). These will include labour relations, recruitment, onboarding, retention and career development practices/strategies, interpreting policy, procedures and collective agreements, and corporate and legal matters.
Provides expert advice to management and members of the unionized and non-unionized academic community on the interpretation and application of the collective agreements and on any labour and employment related matters including but not limited to policies and procedures, grievance handling, mediation and arbitration, conflict investigation, disability and attendance management, discipline and performance management as well as governance related matters.
In this role, your responsibilities will include:
- HR Advice: Provides advice and recommendations to the Dean, faculty leadership and department heads on sensitive analysis of case files for labour relations and human resources matters. Advises on how to deal with complex performance issues, terminations, the interpretation and application of the collective agreements, rules, policies, laws and applicable norms, to ensure adherence and conformity. Ensures compliance with regulatory and legislative requirements, including privacy, human rights, etc.
- Labor Relations: Provides advice on matters regarding the collective agreements. Conducts fact-finding research and prepares supporting documentation for disciplinary measures, grievances, arbitrations and administrative courts. Develops strategies for problem resolution for formal and informal processes, striving for strong relationship building between the Faculty and its various academic groups.
- Negotiations: Ensures a strategic advisory role in identifying key issues and challenges at the faculty in partnership with employee relations, in preparation for academic staff bargaining units’ collective agreement renewals.
- Academic Staff: Analyzes faculty files and provides recommendations to the Dean based on the evaluation criteria in the collective agreement with respect to: permanency, promotion requests, workloads and disciplinary actions. Oversees the preparation of contracts, notices with regards to special provisions of the APUO Collective Agreement such as the withholding of PTR, formal warnings, employment, termination and/or terms of engagement as they relate to the Faculty and/or its partners.
- Employee Relations: Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship which in turn promotes a high level of employee morale and motivation.
What you will bring:
- University degree in a related field of administration, human resources or hospital administration, etc.
- A minimum of 5 years of progressive experience in the interpretation and application of Collective Agreements, Policies and Procedures, preferably in an academic or hospital context.
- A minimum of 5 years experience in analytical assessment of complex human resources/legal issues.
- Demonstrated ability to deal with highly sensitive academic personnel issues with tact, diplomacy and sound judgment.
- Be able to work autonomously and be a self-starter
- Strong communications, interpersonal, analytical and organizational skills.
- Strong writing skills with an eye for detail.
- Ability to be recognized and accepted by the academic and clinical staff for their level of expertise and competence.
- Bilingualism (spoken and written) including bilingual administrative writing experience.
- Flexibility in work schedule to accommodate committees.
- Ability to problem solve complex/conflict issues while functioning in a multi union environment.
- CHRP is an asset
Bilingualism: French and English (spoken and written); to be considered for this position, candidates must be rated at the Low Advanced proficiency level or higher for both oral comprehension and reading comprehension in their second official language. The rating is determined by a proficiency test designed by the Official Languages and Bilingualism Institute.
